Default ACP takes 20 minutes to begin observing

I was trying to check the dusk flat routines, and sat watching my setup. I have a boltood II.
When it was sunset I watched the boltwood go from very light, to light, to
dark, but ACP took 20 minutes after the very light to light transition. I'll post
    logs tomorrow.

This is the weather safe time... It enforces that the weather be safe continuously for x minutes before ACP will consider it safe. It avoids the problem where rapid oscillations between safe/unsafe would cause starts and stops. You may have noticed that the WEA annunciator light changed to yellow and hovering over it will show an explanation.
