I got an answer from Eurotech about the light sensor. That's the way it works; that is, near sunset the sensor goes from a saturated value of 50 to zero in about 9 minutes. Not much of a light sensor!

I also discovered that in the Cloud SensorIII software, Settings | Rely Enable/Disable group boxes labeled Relay Enable/Disable, that disabling them also sets the Clarity_2.dat one line file last two bytes to one, indicating Unsafe. The Sky group box needs Clear radio button checked and the Rain | Dry radio button should be checked to allow the Clarity_2.dat one line file last two bytes to be set to zero indicating Safe. Scheduler needs a Safe condition to operate. The Light radio button should be set to Disable since the light sensor is useless.

I hope this helps someone else.
