It's the number of ACP "runs" that are counted. That translates to Observations in the Scheduler. But for the Astro-Imaging requests it's one Plan and one Observation per Plan, so it's going to be the number of Plans that fail in a row. I'm never going to make everyone happy on this. What is an "ACP Try"? And Observation in the Scheduler is an ACP "Run". If more than X of those fail in a row, it will give up and go to Operator Intervention. I am not planning to handle the case where there are places in the sky where you could image ha ha ha.
