Transfer ACP expert licenses

I have a friend who won an ACP expert license at the Advanced Imaging Conference. Is it possible for him to transfer his license to me? I have tried to contact Bob directly by email but no response.
Anyone familar with the process?

I apologize, I was out the last part of last week and over the weekend with family, plus my personal email box was jam-packed with stuff from 4 days of AIC :-)
