simple script to make obs safe

So I am weird, I have my boltwood inside the observatory to prevent the roof from hitting the roof when scheduler starts the start up script. So lasts night it was clear and I had to wait longer than 10 minutes (not sure why). Anyway I just wanted to clear out whatever sets that timer so I can just put the observatory safe. I ended shutting down scheduler and ACP and starting over, which worked. Anyway, if there is something I can do that would be great

I'm just closing down and it's going to take some investigation to see where this is implemented. There is a wait timer in the weather server and also in the Scheduler. I'll look at this tomorrow.
